moving up. >> 2.8 to go. not bad. today's top story and some major developments in the tense situation in ukraine. overnight dozens were detained in new fighting in the eastern part of that country while lawmakers in crimea announced plans to hold a referendum on whether it should rejoin russia. we have learned a u.s. warship is headed to the black sea. we're told this is for a pre-planned exercise. let's get all the latest from andrea mitchell. andrea, good morning to you. >> good morning. the president has ordered sanctions against russians and ukrainians. and destabling the government in kiev. but the visa restrictions and bank asset freezes will not have real clout unless europe joins the u.s. the ukraine crisis now in its sixth day with no end in sight. secretary of state john kerry in rome today. after failing to make progress with russia's foreign minister,

sergei lavrov, in paris wednesday. after those meetings the russian foreign ministry tweeting a photo showing kerry and lavrov looking in opposite directions. the apparent message, they don't see eye to eye, but they need to keep talking. >> we agreed to continue intense discussions in the coming days with russia, with the ukrainians. >> reporter: but lavlove refused to meet yew crane's new acting foreign minister whom kerry had brought to paris hoping to engineer the first direct talks between the two sides. the tension was illustrated graphically in crimea wednesday, a dramatic confrontation. u.n. envoy robert serry forced to call for help from a cafe. >> please come as soon as possible now. >> reporter: kerry failed to enter crimea last week and was forced out wednesday, his mission still not accomplished. some in congress want to know why u.s. intelligence didn't pick up on russia's move sooner.

>> it was not predicted by our intelligence and it's already been well known which is another massive failure because of our misreading, total misreading, of the intentions of vladimir putin. >> reporter: hillary clinton offered her own blunt assessment of putin on wednesday. >> i know we are dealing with a tough guy with a thin skin. >> reporter: while trying to clarify remarks she made tuesday comparing putin's move to hitler and the nazis before world war ii. >> the claims by president putin and other russians that they had to go into crimea and maybe further into eastern ukraine because they had to protect the russian minorities. and that is reminiscent of claims that were made back in the 1930s. >> and also today the pentagon is sending a warship to the region. this as the crimean parliament has scheduled that vote in ten days to break away from ukraine, a move that the white house says would be illegal. if it joins russia.

savannah and matt, to you. >> a lot of things going on this morning. thank you very much. former republican congressman joe scar bow ro sca the host of "morning joe." it's heating up between russians and congress and the administration. you heard john mccain saying it was a massive intelligence fail our and a misreading of putin's intentions. lindsey graham weighed in saying what we're seeing in the ukraine right now is the result of failed policies in syria and benghazi. do you agree with those assessments? >> no, absolutely not. i mean, the fact is everybody's debating right now in congress, who lost ukraine. barack obama didn't lose ukraine any more than george w. bush lost georgia in 2008, any more than ike lost hungary in 1956. the fact is is bob gates, former secretary of defense for obama and bush, putin was holding all the cards.

and as far as intel goes, the cia can't go inside a detached man's mind like putin who is detached from reality and decide what this guy's going to do in the weeks or months to come. >> why are we seeing what we're seeing? if this reminds us of the cold war, joe, back during the cold war there was a theory, maybe even an unwritten rule that politics ended at the water's edge. >> right. >> why is that no longer the case? >> unfortunately, washington's changed. there's a reason why congress has a 13% approval rating. there's a reason why republicans were upset when george w. bush went to russia and had a very important meeting with putin that harry reid, the top democrat in the senate at the time called george w. bush while on russian soil a liar and a loser. americans don't like that. they don't like it coming from democrats talking about republican presidents, and they certainly don't like lindsey graham tweeting out responses that undercut the commander in chief. not the democratic commander in chief, america's commander in chief. >> right. >> this is not only the right

thing to do where you have politics ending at water's edge in the middle of an international crisis like this. it's the smart thing to do. there will be time to debate this in the campaign in the fall. now's not the time to do it. >> let me ask you about vladimir putin. he's been a little bit erratic during this entire situation. on the one hand, he says, by the way, those aren't even russian troops in the crimea region. on the other hand, he says those troops are there because of an illegal coup in kiev. so with his almost comical denials, how does the u.s. deal with him? >> it's much harder to deal with a man that's worth how much? maybe 30, 40, $50 billion? that's running a totalitarian regime. he's in complete charge. and he's detached from reality. that is the one thing the cia and other intel officials have noticed. his last press conference was so detached from reality, it was almost like a baghdad display. it makes it a lot harder for john kerry to do what he's

trying to do in paris. that's really where we need to focus right now. bill kristol brought this up the other day. ukraine entered into an agreement with civilized nations across the globe. if they were going to give up all of their nuclear weapons, and they were number three in the world for possessing nuclear weapons in exchange for the civilized world protecting them and protecting their borders. the world can't turn a blind eye to this right now. they can't compromise on this. they have to show the rest of the world that if you enter into an agreement where you're giving up your nuclear weapons or weapons of mass destruction, we're not going to forget about that five, ten years from now. that's what we need to be focusing on. and we need to be focusing on how we get germany, how we get france, how we get england, how we get china, how we get other civilized nations to actually make sure that the agreement that we entered into as a civilized world sticks in 2014. >> joe scarborough, host of "morning joe." thanks. i appreciate your perspective, joe. >> i appreciate your perspective and your beard. keep it.

>> that's good to know. >> wasn't it february? when are you going to shave that baby? >> spring coming. spring is just around the corner. >> okay. i'm looking forward to it. i'm going to grow one. >> he appreciates the support on that one. thank you. >> i know. moving on to frightening moments on a regional jet flight that led to an emergency landing in texas. our stephanie gok has more on that story. good morning. >> good morning. officials are looking into why the cockpit of this american eagle regional jet filled up with smoke, forcing those pilots to do some pretty quick thinking. >> reporter: american eagle flight 3400 carrying 45 passengers and 3 crew members took off from dallas bound for moline, illinois, wednesday night when the pilots reported smoke in the cockpit. minutes after takeoff, the plane was diverted to an airport in greenville, texas. about 50 miles northeast of dallas. tv reporter tiffany lu was on board the plane. >> the flight attendant, he basically turned on all the

lights and told us that we're making an emergency landing and that we would possibly have to brace in case it really came really abruptly. >> reporter: there were no reports of any injuries. relieved passengers credited the crew for landing the plane safely. >> we were all pretty nervous. i was crying a little. and the lady in front of me was crying a little, too. but they kept us really calm. >> passengers were transported by bus to dallas-ft. worth, texas, where their flights were rebooked probably with some pretty frazzled nerves at that point. >> you bet. stephanie, thank you so much. natalie's here with new concern tied to a major car recall. >> that's right. this is one we've been talking about for a while, gm. the national highway traffic association is having general motors to provide dedaled answers why it took so long to recall more than a million cars even after a dozen people were killed and gm allegedly knew about the problem a decade ago. our tom costello is in washington with more. good morning. >> at least 31 crashes and 13

deaths have been linked to a faulty ignition switch that has been shown to shut down suddenly and therefore the car's engine and its disabled critical systems go down including the air bags. last month gm announced a long list of recalls including certain model years of the chevrolet cobalt, the saturn ion, chevrolet hhrs and pontiac solstices, saturn sky and pontiac g5 models. now government investigators want to know what took so long. carmakers are supposed to notify the government within five days if there's a major safety issue, yet gm allegedly knew about the ignition switch problem since 2004 but failed to warn car owners even after several fatal incidents. including this one in wisconsin in 2006 which killed two teenage girls. now in a sternly written letter, the national highway traffic safety administration is demanding that gm answer 107 questions under oath by april 3rd. it must also provide internal memos, photos and drawings, and it's possible that it faces a

$35 million fine. gm's new ceo, mary barra, her words, to figure out what happened and prevent it from happening again. she says, "while i deeply regret the circumstances that brought us to this point, i appreciate how today's gm has responded so far. we have much more work ahead of us, and i'm confident we will do the right thing for our customers." meanwhile, several families have filed lawsuits against gm and some of its dealers. natalie? >> tom costello in washington for us, thank you. well, after a shouting match on capitol hill, california republican darrell issa says his probe of alleged irs abuses may have hit a dead end. issa tried to end a hearing wednesday when a former irs manager refused to testify, but he was interrupted by maryland democrat elijah cummings. >> let me say what i have to say. i've listened to you for the last 15 to 20 minutes. let me say what i have to say. >> chairman issa proceeded to adjourn hearing anyway saying

that cummings had a chance to answer a question and did not ask it. another hopeful breakthrough in medicine as we are learning of a second baby born with hiv who has apparently been cured of it. this follows last year's announcement of a baby in mississippi essentially cured by giving the newborn a cocktail of medications. and this latest case involves an hiv-infected baby in california who also received aggressive treatment within four hours of birth, and so far shows no signs of the virus. however, the baby is still taking hiv drugs, so it is impossible to tell as of yet whether early treatment has a long-term effect. but a clinical trial is expected to begin soon involving treating hiv in newborns. prince harry gave full credit to america this morning when he launched a paralympic-style sporting championship for injured servicemen and women. harry has been working to bring the event to the uk after traveling to the u.s. last year to watch members of britain's armed forces taking part in a similar competition called the warrior games.

>> we've got severe weather to talk about. we've been talking about winter weather. we've got very springlike conditions down in central and southern florida this morning from fort myers, west palm beach all the way into miami and key west. risk of strong storms, isolated tornadoes, a real mess. here's what's happening. we're looking at a big system starting to develop right now in the gulf coast. so miami, you're going to be looking at rain and heavy thunderstorms by later this afternoon. some of those could be severe. we've basically got this low pressure that's going to develop. as it does, colder air coming down from the south. warm air coming up from -- i should say cold air coming from the north, warm air from the south, and that boundary line is where we're going to see the severe weather this afternoon into tonight on into tomorrow. but also look what's happening. that cold air much denser as you get into the appalachians. so we are going to be looking at rain and some ice. so we've got heavy rain, two to three inches just around atlanta on into the southeastern atlantic coast. but then look at this. this is really dangerous.

66 in our north bay valley, same for the south bay and off to the east bay where we see temperatures close to 70 degrees. the weekend looks pretty good. the return of 70s. saturday night fast forward clocks. and that's your latest weather. >> thanks very much. there's chilling new developments this morning in a dramatic rescue in florida that we showed you on the program on wednesday. a family of children rescued from a minivan after their mother drove it into the ocean. and police now believe that was not an accident. nbc's janet shamlian is in daytona beach. good morning to you. >> reporter: the video is just gut wrenching, and now there is new information about the alarm sounded by the woman's sister who was concerned something just like this might happen. and how authorities actually stopped the mom in her car to check on her just hours earlier. it was unimaginable horror that played out on a crowded stretch of daytona beach. a pregnant mom drives her minivan directly into the ocean. within seconds, waves wash over

it amid the desperate screams of three children inside. >> the van started going deeper and deeper in the water. >> reporter: taylor quinton and donna pratt couldn't believe what was happening. even more amazed when several people ran into the water. as the fast-moving current dragged the van further into the atlantic. tim got to the vehicle and was startled by what he heard from a little boy inside. >> said "please help us. our mom's trying to kill us." and when he said that, i just -- i lost all feeling. all i could think about was getting the kids out. >> reporter: another good samaritan pulled out the 9 and 10-year-old and carried them to shore. a 3-year-old was still inside strapped in a car seat in the sinking vehicle. >> there's a baby in the car. >> reporter: others rushed to free him as the mother walked to show just hours after her sister called 911 worried about her mental state. >> does she have the kids with her? >> yeah, in the car with her. >> reporter: officers

interviewed the woman only two hours earlier but couldn't find reason to hold her. >> she had the right answers. she said he was heading to an abuse shelter. they could not do anything with her. two hours later it had escalated to this. >> reporter: the south carolina woman is undergoing a mental health evaluation. her children are safe but in protective custody. and those who made the rescue, putting their own lives at risk, averted what almost was a deadly senseless tragedy. after so much trauma, these children are now starting a second day with people they do not know. in protective custody. authorities say the goal is to get them back with relatives who will care for them as soon as possible. back to you all. >> janet shamlian on the story, thanks very much. >> a gut-wrenching story. big news in the academic world. new and improved s.a.t.s? >> it's been around 88 years and already going through its second redesign this century, trying to get back up there as being the test. there were changes. we'll tell you about it. obviously people online talking about it.

it's throwback thursday. this might harken back to some of the anxious moments you had while getting ready for college. the college board yesterday tweeting the major headlines of the new redesign. that is it will go back to the familiar 1600 points scale for the overall score for reading, writing and math. the essay will be separately scored. the essay now also optional, not mandatory. they continue with it will focus on relevant vocabulary words. that was another knock on the old s.a.t. the words you would put on those flash cards, you would never use in life. they're going to try and revamp that. our facebook page lighting up. danny weighing in. i have an issue with the essay portion of any standardized test. it forces you to write on topics you have no interest and/or knowledge on for two pages. jennifer writes in, i'm all for a change to make the s.a.t. exam for relevant but to drop the part of the exam that actually requires critical thinking, savannah, this sounds like you. there's a clarification needed there. they're not dropping the essay. it is optional now.

let's get the latest, jeff rossen is in petoria. >> the most dramatic testimony, so dramatic oscar was weeping in court. >> a doctor testified that he saw oscar's lights were on. all the while, oscar said the lights were off and he couldn't see the intruder. in court this morning, oscar pistorius couldn't bear to listen, head in hand, covering his ears as another neighbor went into excruciating detail. >> i was awakened by through loud bangs. i remember my wife asking me what was that? and i said i think it's gunshot.

i heard screaming. it sounded to me like the voice of a female and she screamed three or four times. >> that maybe ran into oscar's house to help and testified he saw reeva steenkamp's body. he said he ran into oscar himself. he said "i shot her, i thought she was a burglar." during that time i was trying to ascertain if she was survivable, oscar is crying all the time. he's playing to god police let her live, do not die. >> and authorities are looking into oscar's past. just weeks before he killed reeva, oscar was involved in another shooting. >> i looked down on the floor and exactly where my foot was,

things like acid reflux, infertility, arthritis. we know it's not good to be obese but you really want to get to the root of the issues because it can lead to problems down the road. >> high blood pressure. there aren't a lot of symptoms. >> in extreme cases of high blood pressure, you may feel dizziness, headaches or frequent nose bleeds. most of the time there are no symptoms. that's why the annual checkup is so important. >> and last, cancer. you hear people say they never had any symptoms. what are the symptoms you suggest we should be looking for? >> for all types of cancers but they're very different. some common symptoms, weight loss, fatigue, abdominal pain or pain where the cancer may be. a lot of people fear cancer, the "c" word and they almost don't go to the doctor because they're afraid of getting that diagnosis. the truth is many cancers are
